  • Vision Zero calls for pedestrian safety law in Taiwan

    The Vision Zero pedestrian safety advocacy group calls on Taiwan’s new congress to support a draft pedestrian traffic safety facilities law. The group recommends comprehensive implementation of sidewalks, removal of sidewalk obstacles, standardization of temporary sidewalks during construction, and explicit arcade project guidelines. The draft law must be proposed by the National Land Management Agency and approved by the executive branch before being reviewed by the Legislative Yuan. Despite the passing of a basic road traffic safety law in 2023, Vision Zero notes that the projected death toll may still exceed 3,000. The chairman of Vision Zero, Chen Kai-ning, proposes four amendments to the law, including the provision of physical sidewalks on wider roads, marking sidewalk designations on narrower roads, establishing basic sidewalk standards and non-permissible uses, and installing physical sidewalks beside arcades. Between January and November 2023, there were 2,759 road fatalities and 367,311 recorded severe accidents in Taiwan, representing an increase compared to the same period in 2022.

  • Ed. Bureau Director visits victim of campus knife attack

    The director of the New Taipei City Education Bureau, Chang Ming-wen, changed his plans to visit a middle school student at the Far Eastern Memorial Hospital after the student was attacked on campus. The student, from a junior high school in Tucheng District, is in intensive care with serious injuries from a throat-slashing incident. The attack occurred when a male student confronted a female student during lunchtime, leading to verbal and physical assault. The male student used a folding knife to inflict multiple wounds on the victim, causing severe blood loss and cardiac arrest. The school principal stated that the altercation stemmed from discontentment with noise during lunch break. Police are investigating whether there were previous tensions between the students involved. The Education Bureau has prioritized the victim’s recovery and provided full medical assistance, as well as support to the family. Supervisors, social workers, and psychologists were dispatched to the school for assistance, and preliminary counseling has been offered to the students involved. The bureau has also called for increased attention to the affected students and enhanced campus security to ensure their physical and psychological safety.

  • Civic groups call for end to violence against women

    Several civic groups in Taiwan, including the Modern Women’s Foundation and the Garden of Hope Foundation (GOH), are urging presidential candidates to prioritize violence prevention as an investment to end violence against women. According to the United Nations, one-third of women globally experience physical or sexual abuse at least once in their lives. The Modern Women’s Foundation Executive Secretary, Wu Zi-ying, highlighted the lack of investigation on these issues within Taiwan. Social work and policy professor Wang Pei-ling revealed that around 70 percent of individuals aged 18 to 74 in Taiwan have experienced online gender-based violence, with image-based violence accounting for 4.6 percent. Wang also emphasized the increasing number of male victims, which now stands at 20 percent. GOH CEO Wang Yueh-hao called on the government to promote interdepartmental initiatives and establish think tanks for gender violence prevention, emphasizing that gender violence is a violation of human rights.

  • Taiwan’s MOE reforms fitness tests for students

    The Ministry of Education’s Sports Administration in Taiwan has announced a significant reform to student fitness assessments. Sit-ups will be replaced with curl-ups in order to enhance safety and comprehensiveness in evaluating students’ physical fitness. These changes, which will take effect on August 1, 2024, also include the option to test cardiovascular endurance using diverse and internationally trending methods. The revised regulations are tailored for students aged 10 to under 23 years old and aim to provide a more holistic assessment of physical abilities. The reform allows instructors to select testing methods based on environmental conditions, ensuring safety and accuracy. These changes align with international standards and aim to promote robust and health-conscious youth.
